Defines the policy problem, analyses evidence and options with their costs, benefits and risks, and writes recommendations decision-makers can act on.

Legislative & regulatory process

Navigates the process for developing legislation, regulations and policy instruments, including cabinet or council approval, legal drafting and public comment.

Public participation & consultation

Designs and runs genuine consultation with communities, industry and other departments, records and responds to input, and manages conflicting interests.

Public finance & governance

Applies the PFMA or MFMA, supply chain management rules and audit requirements, and spends public money lawfully and effectively.

Evidence, monitoring & evaluation

Sets indicators, monitors implementation, evaluates whether programmes work, and reports results honestly even when they are poor.

Political sensitivity & impartiality

Serves the elected government of the day with impartial advice, handles political pressure and instructions lawfully, and refuses unlawful instructions.

Service delivery & accountability

Delivers services to citizens in line with Batho Pele principles, resolves complaints, and takes responsibility for outcomes.
